| Many at times, the beneficiaries are not the users of systems. For an example in Telemedicine, the user of the solution is a doctor. Here the actual end users are patients. This creates an artificial power structure. If the doctors decide not to use the system, this affects the end users. We will have to keep this in mind while developing egov strategies. This should make the users of the system more responsible. It should ensure that the users have endusers interest and not self interest. For an example, the doctors on strike in a public health system with a set of demands will not deliver services to show their protest. This ultimately affects the patients. By this way one may refuse to use the egov system, which is actually created for the benefits of the endusers. To avoid such adversities, we may have to create system which doesnot give full control to the intermediate users. | |

| My suggestion is to bring more and more youths and most importantly students to achieve this goal .Being in education i would like to inform u that even in Delhi still many IT students are not aware about this Organization. As this issue was also raised in the Conference held in Delhi in November,I completely support that e-goverence should be bring in the courses for students, morever they should also made to work in these projects.Secondly it should also be discussed how to cope with the missuse of technolgy, how to bring awairence among people about its goals. With this its also needed to develop more userfriendly softwares and other technologies so that it can be utilized by all levels of people. Policy initiatives and mandates are a must if the gains of technology are not to be vendor-satisfying investments and not to bypass the citizen.The Stakeholder conferences with govt bodies participating is the best platform to arrive at such policies.Let this forum also set standards of social auditing of investments in the name of egovernance.I also belive that all the colleges ( engineering or others) spread out all across the country can be enabled through a cell in each of them , networked across internet (or hybrid net) to spread best practices , initially as support to the govt machinery and then for monitoring . | “Poverty is proportional to corruption” says CK Prahlad in his famous book Fortune at the bottom of the pyramid. E-governance enhances Transactional Governance Capacity(TGC) which in turn reduces corruption. Though some people may argue that technology is not a substitute to good governance I tend to differ. E-governance, by enhancing TGC increases transparency and enable citizens to avail government services at a touch of a button from anywhere. Technology like language has never been a barrier; e-choupal, railway reservation systems have shown us that. The PPP models in vogue in India and abroad has shown us that E-governance systems can be set up practically free. So then what is stopping us from doing it? We all know the problem.
