Welcome to NeGF , a national platform for enhancing e-Government initiatives in India through multi stakeholder consultations
National e-Governance Stakeholders Forum (NGSF) is a multistakeholder forum to discuss and influence the ways in which Government Agencies across India operate and deliver public services.
The Society for Promotion of e-Governance (SpeG) along with its associate organizations has been working with government agencies, NGOs, academia and other stakeholder groups, to carry out its eponymous mandate. International experience has shown that one of the drawbacks in e-governance is that services offered are not heavily used by citizens. This suggests that wider and more systematic efforts are required to get the citizens’ voice in designing e-governance programmes. SPeG recently organised e-GovWorld 2007, and one of its recommendations was to design and pilot processes to better include citizens’ voice in the design of programmes. This was subsequently discussed as an Action Group during the Visioning Workshop of the ICTD community of UN Solution Exchange in Pondicherry. With this background we are pleased to initiate the process of creating a National e-Governance Stakeholders’ Forum (NGSF).

The aim of NGSF is to help the government agencies and citizen representatives take stock of the programs under the National e Governance Plan (NeGP) and build on the achievements so far, to accelerate further developments and set directions for the next phase of efforts.

We intend the forum to work based upon the aspirations and feedback from you. The final format of this portal and the agenda for the forum will be decided based upon the inputs received from users. You are therefore invited to share with us:
  • Experiences and examples of citizen/ stakeholder consultation mechanisms/ formats used by agencies and civil society organizations, across different sectors.
  • Citizen/ Stakeholder consultation formats at different levels (Gram Panchayat/ municipal ward, sub-district, district/ city, state and national) and methods of aggregating the consultations.
  • Partnering with different government and civil society organizations – processes for doing these and the different roles that partners can play.
  • Examples and experiences of stakeholder consultation processes on e-governance in India and abroad.

The e-discussion on the NGSF will be on till February 5, 2008. This e-discussion will give a final shape to NGSF and a framework for consultations will be finalized during the consultation anchored by SPeG and Solution Exchange as a partner initiative during the Annual General Meeting of OneWorld South Asia on February 9th, 2008.

Engaging the unengaged
As national e-Governance plan has been approved by the government long back, should it be now be made compulsory for all the departments to display the email IDs of their officers so that people can write to them?
Definitely
It would not make much difference
They should first be trained on soft skills
